They certainly do if the engine is a TDI. Mine has the 100 amp fuse and the thick wire going into the heater and I have some heat within 2 blocks of driving off. The confusion is that the Aux Heater controller that you see in VagCom is not the controller the installed Aux heater uses. That controller is for something that doesn't come on our cars.
If you're referring to the Webasto or other brand of fuel-fired heater, you're right. You won't be driving in 15F weather in shorts and a tee shirt.Your Statement is true.
BUT, and a Big BUT, it is not NOT the full blown, Up North European Aux Heater. It is the cheazy WARM UP the car heater.

It is still the North American Aux Heater, Based upon the 100 AMP Electrical Circuit.It think you have to have climatronic to have the auxillary heater it works great even when its 7 degrees out

Ewe at RossTech, in his proper European demeaner, wondered why I turned on a feature my car doesn't have.
If I have time tomorrow, I will plug in my cable and look for the controller/measuring block that the N/A cars do have.
This has been a learning experience for me....................I would appreciate that.
For output info: 7D Aux. Heater -> Measuring blocks
For enabling bit: 09 Cent. Elec. -> Coding -> Long Coding -> Byte 4 Bit 0 or 1 (I believe 0 is for Webasto, 1 is for PTC, but do not quote me on that).
There is one more misleading info: there are bits in CECM that suggest that they need to be enabled in order to make some device work while in fact they do not have to. I have to double check but my Aux Heating bit was cleared and I still have instant heat. Same with e.g. memory seats (byte 4 bit 3): I was told by Sebastian (Ross-Tech) that this bit is completely ignored.
My 2006 and 2009 USA Jettas had the aux. heater.It seems like there are some different opinions on the 2006 or 2009 NA Jetta and whether or not it has Aux heat. It would be good to know one way and for all which models do or don't have it. I am going to check my car and report back. I have the 2006 Jetta Highline climatic control from Canada. If people want to partake to collect data might be helpful for others.
