It's also why I asked if the lever on the turbo moved freely. Or meant to. Hopefully you checked.
my turbo itself is fine. I checked the impeller on intake side, perfect shape like if it is new. I tested the turbo arm where the actuator slides into, moves like it should. its the actuator that's done for.

I kinda figured. Just thought I'd double check. Again, apologies for a resident bunghole. He mostly knows his stuff.
just common decency and how to be respectful excapes him.

UPDATE-

it was the actuator. zero pressure on the mityvac. my old actuator from my stock turbo (48k miles old) slapped on the turbo and fired her up and drove like a dream. why was this taken so long was because I decided to upgrade the intercooler to Darkside S3 intercooler and replaced DarkSide EGR valve that was leaking for Xman EGR delete pipe and new intercooler had some mounting issues which is their fault. I had to modify on my end to make sure it fits just right without hitting the fan to the intercooler hard pipes etc. there was some snags along the way.... now it all works out.

Well that's good it was the actuator like we thought. Glad @TurboABA was wrong and it wasn't stuck vanes, or something worse. Something simple. Glad you got it fixed. How's the s3 intercooler? Been debating on the upgrade myself.

nobody is perfect. heck, I made several mistakes myself during this project and fixed it up. @TurboABA is truly invaluable in this TDI community so I heard him out and verified... thankfully its not the worst issues as he mentioned. S3 intercooler is amazing! makes my car accelerate easier and less fuel wasted and make turbo work more and less strain on the engine. I noticed my fuel economy has improved. I also installed turbo muffler delete from Xman Turbos. the differences from stock to CR170 and muffler delete, truly eye opener to see and felt turbo spool up quicker than before.

When you get the S3 intercooler, make sure you measure the intercooler bosses to ensure they are all equal sized on the lengths itself. mine wasn't. it was around 1/4 on bottom right passenger side too long.... had to chop 1/4 off in order to get AC Condenser to mount "flush" with the intercooler and bolt on. that was what stopped me from finishing the car sooner. I also had to carefully drill the AC Condenser mounting plate in order to get S3 intercooler bolt with added washer to mount it properly. I will replace AC Condenser eventually soon as it has too many closed fins plus showing age. so it's a trial of modifying thru errors and snags. so now you know. :)

That's awesome. Means I'll have to add the upgraded cooler sooner rather than later. And replace my condenser.
