you might have a switch problem... which is more likely...

do your cabin lights turn on when the door is open?

I have the same issue with my 98 Beetle. I purchased it used w/ 145K miles and it hasn't worked in the last 30K and 2.5 years.
-The door/headlight chime does not function.
-The dome light works properly when the door is open.
-The alarm will arm with the door closed.
-The alarm will not arm with the door open.
