Not sure why the myth that ALH/BEW coolant glow plugs don't do much constantly gets around but that is absolutely not true.
My car was taking absolutely FOREVER to warm up in the extreme cold(below 0*F) even with a brand new T-stat and blocked radiator.I kept thinking it was never this bad. Found all three of my coolant plugs were burned out. Put in 3 new ones and man, what a difference. Its mostly when the engine is really cold and the ECU commands them to come on. Now I get a bit of heat within a few minuets of driving. Its not cranking hot but enough to keep the chill down until the motor warms up. Warmup time is also greatly reduced as I now the engine comes up to temp much quicker on my normal route than normal.
So check your coolant glow plugs and make sure they are functional if you are having heat issues. Mine made a huge difference.
