Clutch Pedal staying down and not returning

I have a 97' Jetta TDI with a hydrolic slave cylinder. When I change gears, the pedal only comes half-way up. I lift the pedal with my toe to bring it all the way up. Is the master cylinder or the slave cylinder going bad?

Most likely slave. No signs of leakage? I had mine go all the way and not return. It ended being the slave cylinder and it was leaking inside the bell housing.

Start with pressure bleeding the system to see if it fixes the issue. If not start with the slave cyl since it's cheaper and easier.

Check the spring

You might want to look up under the dash, there is a spring up there. If it falls out the clutch peddle won't return.
