Anyone else having this issue? I am trying to work out
my buyback. They are apparently not
allowed to talk on the phone if you call in so I am
having to pass notes to him...

What is the purpose of this?

I think you mean the "buyback specialist."

The "Ambassador" is the rep at the dealership (works for the dealership) who welcomes you, helps you while there, and asks you if you need a new car :)

The purpose might be to create a paper trail.

I was able to speak to the ambassador at my local dealership but not the buyback specialist. I called the ambassador to ask if there would be a problem at buyback if radio/nav unit were stripped. He had to confer with the buyback specialist before advising me to swap radio with aftermarket unit so I avoid a red flag from corporate.

At my dealership there is just one combined buyback
specialist/ambassador. I am talking with a main vw dealer
secretary on the phone, who has to write down my messages
to him and go hand them over to him...

When I was at the dealer the other day, I could talk directly to him
so there would be no paper trail for those conversations.

The whole thing seems odd.

That's what I'm going to do. Well, assuming my RNS-510 sells - I listed it yesterday. :)

There are some double-DIN radios on Amazon for like $70.
