Hammer Down #1500 is an additive for diesel fuel. The Coast Guard uses it in their boats.

All of that is old though from 2008. I would just pick something easily available and use that, if I were to use a fuel additive. Several modern ones that do those things. The link in that second link I posted is for the company web site. Comes up as a Chinese company. I wonder if it is even made anymore.
