Cam shaft sensor code, EMC ISSUE???

Cam shaft sensor code, ECM ISSUE???

Hi all,
I have a 2001 VW NB...with a 1.8 turbo engine.
It won't start and throws a code for the Cam Shaft Position Sensor.
I have replaced the sensor, cleared the codes and still no luck.
I get 5 volts from pin #1 to pin #3 as I'm supposed to.
I get 10 volts from pin #2 to engine ground.
When I connect back to the sensor and back probe pin #2 to ground and roll over the engine I get the voltage swing from 0-10 volts as I'm told I should get.
Now when I back probed I actually turned the key to bump the engine over, whereas the book suggests manually turning it over via the crankshaft bolt.
Could I be missing something with the sensor because I didn't do it manually???
Second, the book states that if the voltages are correct at the clip then I should have the ECM checked by the dealer...Could this truly be an issue?? Is there any other way to check the ECM to know for sure??
If I buy a used ECM for this same car and engine size will I need to have it programmed??:eek:
If anyone has any answers or suggestions please help.
I'm at my wits end with this car.

The code was 16727 on the vagcom...I'm not sure what else it said besides Camshaft Position sensor.

Thanks for the response.
I've checked the wiring per the book...as described in my original post.
I have rechecked the Sensor by manually turning over the engine as opposed to bumping with the starter in my original post...Voltage goes from 10volts to 0 and back to 10...
I have rechecked my timing marks and it's dead on the money...Cam shaft lines up perfectly as does the Crankshaft.
The book has me leaning towards the ECM.

if you have access to a scope , you can check whether the voltage rises and drops when cranking the engine
is cam shaft original ?

another thought , trace the wires back to the ECM connector and check for continuity between the sensor connector and the corresponding pins in the ECM connector. My guess is that the middle pin will be open
