BRD BV43 turbo can make around 1.3-1.4bar at 2000rpm (from 3rd gear up). I did that on 1.9tdi AVF without smoke, but N75, vacuum hoses, actuator, all should be in good shape. If it doesn't make boost, further verification should be done. Keep in mind that those cars are pretty old now, a lot of problems can be hidden. Also be sure that the 4 map sensor is proper calibrated, the MAF is ok, but is smaller for this job, should go with MAP based smoke limitation.
PS: I had also GTB205VL on AVF (on mine). Good turbo if properly converted to vacuum. I also made a CAD drawing for a flange to adapt it on 1Z manifold. It works also with original actuator on edc15 with proper software modifications.
