Brakes pedal Rock solid and won’t release

Have put new callipers on the front or the car.
bleed the master up and checked all lines for leaks nothing. The pedal is rock solid but as soon as you take the vac pipe off they release can’t get my head round it.Can anyone help to get my brakes working?
