Boost leaks and Limp mode mystery

I've probably read a few dozen threads now on this.

Codes:
P3102 (flapp stuck, so unplugged, expected to be there)
18080
19557 (also expected)
P0299 (underboost)
P1503 (implausible alternator signal)

Symptoms:

Occasionally would hit limp mode, key on-key off would work fine.
Progressed to whistling noise while driving.
-replaced all vacuum lines
-pulled IC and hoses to check, no obvious tears or leaks.
- drained IC, had maybe a couple spoonfuls of oil in it
-no obvious damage to IC
-tested turbo actuator, no sticking, full movement. Previous owner claims turbo was replaced about year ago

Now it feels like I have little to no boost and hit limp mode every time I'm on gravel or try to accelerate hard, would make sense if engine isn't seeing load the same as expected.

I'm virtually convinced it's a boost leak somewhere but I can't find it.

Ideas on where to go from here? Would worn out o rings on the turbo hoses be enough to cause this? They do move a little by hand with the clips in but I really can't tell if its an issue.

Helps if we know if you have a BEW or an ALH. either way, you should probably go down this thread first, as it's most common causes of limp mode.

Most of the time, it's stuck/sticking turbo vanes if it's intermittent.
