Yes. You don't need anything super powerful. You could probably still use VCDS with Windows XP if you wanted. You'd only need to go online for updates, which you can technically do offline with a USB stick. But yeah, as long as VCDS is the only thing running, you'd be fine.

I was really thinking of that Bluetooth unit used with an iPhone app.

I have had good luck borrowing my brother’s hand held Ancel VD500 scanner on my 2013 TDI reading and clearing codes (including a airbag warning that showed up when my car came back from the body shop after having the rust repaired-both front fenders and rockers). Having said that I can see on Amazon that not everyone has the same luck especially with resetting ABS during a brake job. Soooo…
I just ordered the OBD Link CX! And I’ll save my ten year old OBD scanner for the old stuff. Next step will be the iOS app.
