Changed the timing belt, manually adjusted timing to 2=66 and 9=107 in basic settings. Car runs great. However in basic settings block 004 specified start of inj toggles between late and early. When late actual start =3.7 and when early actual start=7.7. Spec is between 2 and -3. If I look at start of injection in measuring blocks both specified start of injection and actual start are 2.6. I had cam, flywheel and inj pump at TDC, what did I screw up? Is my injection pump going bad?

you are correct in reading blocks 2 + 9 in Basic Settings but try block 4 in normal settings.

By normal settings, do you mean "measuring blocks?" In measuring blocks the spec start of inj and actual start are both 2.6 On other b4 Passats I have worked on the values were 1.5 and 1.5.

At WARM idle, with all major accessories switched off, in measuring block 4 and NOT in basic settings, you should get requested 0.4 degrees BTDC and actual timing between 0.4 and 2.0 degrees BTDC with the duty cycle below perhaps 25%.
