Audi A4 High Pitched Whine High RPM

Hello, My Audi has been making this sound since forever. The car has been fitted with a new turbocharger a couple of months ago and the sound still remains. Boost pipes are checked and no leak was to be found. on the other note when I turn the car all the way to the steering lock it makes a similar sound, so could that sound be a faulty power steering pump?
