Anybody familiar with WA bill of sale?

Just curious if a local WA resident can explain to me why a vehicle at auction would be sold with WA bill of sale and not a title? I would imagine you would need to be a resident to obtain an actual title?

probably the title is lost. i know friends who have bought WA cars at auction and they always get a wa title.
