alh vacuum pump completely full of motor oil

I have a 01 jetta I purchased, and I had a timing belt and clutch replacement,
anyhow I got a new seal for the vacuum pump. but after I removed the pump I decided to open it up for cleaning, it was completely full of motor oil.
is there not any kind of seal on the input shaft?

What do you think lubricates the vacuum pump, pixie dust? :p

If you look closely, you'll see a TINY hole in the end of the head, that feeds oil from a pressurized galley (same one that runs the length of the head that feeds the lifters). That goes into the pump to lubricate it. It is supposed to have some oil inside. 100% normal.

The seal inside weeps, but since the vacuum pump pushes into the engine, it cannot leak back out.
