97 jetta noise

I getting kind of a squeek under the hood when I turn on lights but when I turn them off it goes away. I don't believe it to be the belt. But could it be worn out tensioner,or a bearing. Also the boost surges between 12 and 15 when going up hills. and it just started to stay at 12. any sugestions would be great.

Belt is getting smooth? When was last replacement? How many miles on vehicle?

Gotta be the belt slipping. Tightning would problby help, could try belt dressing to diag it. If it goes away with the dressing, I would replace the belt and tighten it to spec and on mine a little more than I would like to keep the PS from slipping in the rain....

It should be a 1Z engine and I believe there are issues with the crankshaft pulley thay can cause noise. Check in the search as I recall a thread not long ago about this. Good luck.
