New to me 2015 Passat TDI 117000kms
All oil changes done on time and documented at the VW dealer.

Car is burning quite a bit of oil which appears to have started about 70000kms from dealership records. Burning about a quart every 4000kms or so.

Any suggestions as to what the problem could be? Car runs perfect. If I pull the pcv hose off of the valve cover, there is blowby coming out it, but I wouldn't rate it as excessive.

Wondering if it could be bad pcv valve? (Any way to check that without buying a whole new valve cover?)

Car has dieselgate warranty till 2028. Can I get the dealer to fix this problem under warranty?

Check and see if your oil consumption rate is within VW's official definition of "normal" for this particular model. It probably is - the usual standard I have seen is 1 L per 1000 miles or close to that. The owners manual may provide that data. If your consumption is below the limit the dealer will not help you. If it is above the limit, you might be in luck.

When you say oil changes done "on time" do you mean every 10,000 miles? My money would be on oil changes too infrequent for the driving style, e.g., lots of short trips and the car not fully warmed up, or the wrong oil (even from a dealer) and therefore one or more oil control rings are gummed up or stuck. This video is the best explanation I have ever seen how too infrequent oil changes lead to oil burning (he is a Toyota master mechanic but I think the principles would apply to any car in theory. )

FWIW, I subscribe to a frequent oil change ritual (six months or 5,000 miles whichever comes first) and not one of my vehicles has ever had an oil consumption issue in ~ 500,000 miles of accumulated driving over 40 + years, mostly VW but also Ford, Lexus, and Honda.

A bad PCV valve would not lead to burning oil. It could potentially lead to a leaky valve cover though.

Edit - one other possibility is oil is getting past a turbo seal. Blue smoke on acceleration or oil in the intercooler would be a sign of that.

There are just too many to list....
Do a search, lots of the CVCA/CRUA EA288 engines develop oil consumption. It is quite common. I'd not lose any sleep over it, just avail yourself of the car's dipstick periodically.

Good news is, these engines hold more oil than the previous versions AND have a low oil level sensor. So it shouldn't sneak up on you as quickly.

And it will never be as bad as the VAG gassers:
