So I go under the car today to checkout some stuff and I notice I had a wire with a yellow/rubber cap on it .
I followed the wire to find out it connects to the winter heater connection (block heater i believe) on the outside of the car.
I find it is zip tied to another wire and just hanging there attached to nothing...... please somebody give me insight to what I'm missing or whats going on. My wife is driving this car in the winter and I would prefer a nice warm engine in 5 minutes for her rather than a cold warmup at -20c that takes 15 min

Your pictures have probably expired by now. I am in a similar situation. I recently bought a Passat TDI 2013 and it had a well functioning Block Heater. I feel the last time my car went into the shop for warranty work, it came back with the block heater disconnected. MY understanding is that in US there was a major concern and recall in 2014 where VW advised that the factory installed block heater be disconnected.

here is the source of that discussion.

If my car had a block heater I’d be very surprised, never seen nothing, my car blows hot air in 4 minutes

Your car is US does not have a factory installed Block Heater. Besides Pennsylvania has warm weather.
We are discussing colder winters in Canada.

I guess it depends what you call warm weather lol I’ve seen -20f but that’s with the windchill still cold tho

-20 with windchill is like -5 without wind, so not that cold actually. But like you said, its all contextual.
For the TDI's being discussed though you would only need to plug in at -20 and colder (without windchill).
Till -25 your car should start no problem

My 98 beetle tdi did not have a block heater and none was available from vw. I guess it was deemed unnecessary.
I don’t think my 13 Passat had one and I’ve never used the one on my 15 or on my gas 2003. Over 900,000 kms on all.
I guess I’m saying don’t worry about it, use the heated seats.
