1z boost pressure fluctuating on wot

My t4 1z converted has a boost fluctuation on wot. Most driving it feels absolutely fine. Occasionally you can feel a very slight pulsing from the engine when sitting at a constant rpm. When foot flat to floor the boost gauge is all over the place and you can feel the engine surging. Any ideas?

Maybe weak spring in the wastegate or faulty n75

Was looking at the aftermarket actuators with the different spring rates. Couldn’t find one for this engine though.
