OK, didnt get any responses to OP so I have followed the great information on this forum and did some troubleshooting on my own.
Using Vagcom, I determined the timing was off on the ignition. Torsion value was -1.5 which is determined to be retarded. So following procedure in FAQ i adjusted the timing until I was at 0 Torsion value.
With high hopes I fired the ol' girl up and much to my disappointment symptoms still persist.
So, I decided to do a camshaft inspection. All lobes look good on camshaft. Chamfered edges are all intact. lobes show very minimal wear. although there is wear visible to the eye, running a finger over it, I can not feel any actual wear. I did not have a mirror suitable to inspect lifters but did not think it was worth it since all lobes were fine.
So, I am at a loss at this point.
I start car with MAP disconnected and engine runs fine. No turbo of course. But no excessive smoke, no hesitation to throttle changes.
I turn off car, and reconnect the MAP and car will idle. If I give it some throttle it sputters a bit. I have to feather throttle to get it over 2k Rpm. and seems to run smooth at that point (sitting stationary). It produces a lot of white smoke, and if I let the Rpms drop to idle again it goes back to a rough idle and white smoke is emitted from the hood and tail pipe. I had the air intake pipe off and noticed that some smoke exits out the ASV. I disconnect the MAP again and smoke stops and runs fine again.
I looked at the ASV and it does not seem to fully close on ignition off. It seems to hunt a bit and tries to close (makes it to about 25% open) THere is a whining noise that comes from the ASV servo. as it cycles between full open and 25% open, then settles at full open. Forum research suggests this would only cause some shuddering when turning off the car. Shuddering is the least of my worries at this point.
I monitored the injection quantity using Vagcom and everything seems in spec. But I am not sure how to interpret. Here are some of the log I created while monitoring this was before I adjusted timing:
