If I wish to unplug the intake flapper motor, when is it in the open position? Idle? Key on, engine off? Key off? Edit: Upon my actually opening the hood and checking things out, I see upon unplugging it, it is spring loaded to a default position. Is this flaps open or closed?

'09 Jetta CR, dsg tune, malone stage 2, my 2.5" dpf delete, stock catback. Under wot, most noticeable in 3rd, 4th gears. The power is very noticeably dropping off and picking up at approx 1 second intervals. Any ideas?
