While I'd be happy for you if it came to pass, they most likely told you what you wanted to hear and would get you off the phone as quickly as possible.
I wouldn't take the canned response personally. They are looking for exceptional cases to present to the court. When were your documents accepted? If you had to resubmit in October you may be not that long in the waiting pool. Every time you resubmit the clock begins anew. Just my thoughts.
