It was the defrost actuator. Pain to replace but now I have defrost again.

Pretty sure that's it. I ran VCDS and sure enough there is a fault code for defrost mode actuator stuck. I didn't realize it had an actuator for every different mode. Hence why the feet and upper vents still worked and changed fine with no defrost. I've ordered the defrost actuator and think...

My average for the last 25k miles has been 42.7 hand calculated, I'm good with that for this car. On a similar topic, has anyone actually put 18 or 18.5 gallons in their Passat? I've run mine to where the gauge was almost on E and even topping off the most I've ever put in is 16.9 gallons.

Hard to say about the wheel shaking and vibration, my guess is rotors would be the biggest part of the issue. When I have to do pads and rotors on my Passat, these are the kits that I'll go with, and I'll choose the standard rotors and ceramic pads. Just what I choose...
