I peeled back the tubing on the shaft of the seat belt connector, and I didn't see anything remarkable. I'm going to have to start over tomorrow.     I'm going to try to repair my rockers, by using the OEM steel front Rocker cap that mates up against the fender. It is VW part # 1J0-810-221 (JC 030 H04 Plate) (They come in pairs, and are pretty cheap!) I bought 6 of 'em, just in case there is more to the job, than I expect. :)
