Have you check your static timing with locking pins?
You can take the top cover off and to see if your timing belt is turning when somebody tries to start your motor
Well if the shim fell out the pump has to be totally disassembled and reassembled with that the shaft and collar has to be set up with dial indicator etc..
Has your Mechanic ever rebuilt a TDI injection pump before?
Which seals did you change for your leaking injection pump?
Or did you put a rebuilt injection pump in?
Have you tried doing the hammer mod for your IQ?
Glow Plug light comes on when key is in the on position??
I’m guessing that you checked all the fuses inside the car and the ones on top of the battery?

Flashing Glow Plug light could be because your brake light is out, but you would need a VCDS to scan
Lots of times on the ALH motor the head seal leaks & just sucks air doesn’t always leak visually so not sure on your motor but seems like it’s time for your pump needs to get resealed. You can do 3 with pump still in car
