I have the same identical problem with my Jetta Wagon 03 TDI.
I had to boost the battery last week and now I have the same situation.

On the Turbo, there are 2 Oil Lines.
The first one it located at the rear of the engine and is very small, the second leaves the front of the engine to go all the way back to the Turbo, this line...

On the Turbo, there is an Oil Line that leaves the front of the engine to go all the way to the Turbo, this line appears to be broken... too...
Several garages told me that my turbo was done and needed to replace it... around here Ottawa, Canada, it's 1500$ and for my 1999 MK3 that is a lot of $
What I don't understand is whenever the Turbo shuts off, I place my foot on the clutch, turn the engine off and on and Voila: the turbo is...
Dont forget that there are 2 scews at the bottom front of your Block to be removed with a 6 mm. I just yanked it out... dummy! now I have to replace it. Up here in Canada the part is 45$
-By the way, how much tork should I put on these screws?
-Does the round gasket come with the new part?
