I had the same exact problem. After 6 weeks in the shop, while VW tried to figure out what it was, they finally fixed it.

Seeing 38-40 mpg @ 65mph road trip today. RUG is really cheap as well. 25k miles on engine and well worn in now. Plenty of Zoom Zoom when you want it. Razor sharp handling. No complaints.
I didn't pass out, and there are grille-like openings on the rear deck designed for air to exit from the cabin, and then exit out of the trunk area near the rear bumper along the floor board. Someone posted pictures a while back.
I am still surprised something that glaring made it past final approval on the assembly line.

FWIT, My 2013 had TDI had the air gap behind the rear seat. A 2014 gas 1.8T loaner Passat did not have that air gap, and as a result was much quieter inside the cabin. The 2014 also seemed to have less noise around the side mirrors than the 2013. Not sure why.

Tires make a big difference too. I've had good results with the Pirelli P7 Cinturato All Season Plus H. The car really could use an extra thick layer of weather...
My recent experience with the VW Tech Line was not good. Try and get away from this particular car as best you can. That would be my advice. You don't need the headache on a basically new car. New Passats (or something else) are rolling off the assembly line every day.
