I guess Canada rates them slightly higher. Our EPA did drop the ratings for all cars recently. Still, 36 mpg highway isn't anywhere near as good as ~50 mpg in my TDI.

Not in the new one. Mine has cloth seats. I don't know what Passats you have in Canada but the 2.0L gas turbo we have is rated 22/31. That's with the tiptronic but the mileage should be about the same as with a manual.
