Try the zip tie fix to see if that could help. Also I have heard that people put silicon around the actuator to reseal it. Again just low cost things to try but it does sound you need a new actuator and some people change the whole thing.
Not sure where you live but when we drive our car to Mexico the Higher Humidity appears to drop mileage. Also I think there is an update final gear for manual transmissions which help with mileage. look around here for info.

You may have the zip tie to tight I think you want to have a next change of around 150 to 250 mbars. I drive my TDI up at Tahoe with more that enough power (6500-7200 ft)
Do not know some say you need the tune other say no. Also VNT may need to be tuned out I think. I have not done this but may if my turbo goes out. Currently with 220K miles and still working ok.
When the starter was out did you look for play in the DMF flywheel? Using a screw driver should not be able to move flywheel more that 10mm or so. Also look for bad teeth on flywheel.

Yes check the Turbo and also the intercooler lines on the bottom of the car driver side front. Given the problem with the oil in the crank this sounds bad.

Yes purchase the Cam and timing belts kits and do them both at the same time. I did it about 10K ago took me 3 easy days being careful and following the guides that are online. Learn about turning the crank back so you and adjust the cam without hitting the pistons and then getting it setup...
yes just get a bypass filter kit for 2 micro filter and get a oil test every 10k or so; more often as oil gets old. Will be changing mine at about 42K this time and the 40k test came back great but I will be driving down to Mexico for the winter so want to change before I go and add about 10K...
Use Mobil 1 TDT on my 7.3L Excursion also now at 260k injectors and high pressure pump still working great. I use extending oil changes with test on the excursion changes about 30k-40k depending on driving with filter change every 10k. Cheaper that purchasing 3 gallons of Mobil 1 every 10k :)
