I had this same issue and what it ended up being was the vnt actuator was out of adjustment. Had to dial it back in and lock it down. Used a mity vac to diagnose and calibrate.
I left my egr unhooked when I had this same problem. My valve is sticking but yours could be your n18 or valve sticking. Another problem I had was my MAF was bad. Egr flow is calculated off a deviation in the MAF reading spa bad MAF can give p0402.

I have heard that potential issues could arise from 17/22 due to shaft imbalances. Basically that they are 2 turbos pieced together as opposed to one being built around a single set of tolerances. Also, the test bench of the company that makes the 17/22 cannot test it at the operating speed...
