I had the opportunity to get a slightly used 2015 SEL with 17,000 miles. So I reversed my original idea of keeping my 2012 SE.

They look nice but the tires look too big for the wheel openings, if your driving fast and are taking a corner with the wheels turned, hit a pot hole.. I can see some issues. Why not stick with the stock size of tires with 20 inch rims?? Or is that not an option?

I to am in Southern CA. The roads here aren't conducive to the big mpg numbers, the ones that have few cars (i-8 east) goes from sea level to 4,000 feet. The flatter ones (i-5 N.) have way too many cars to set the cruise.

I drove the SEL before I purchased the SE. I noticed no differences at all in the mechanics, handling or anything other than trim and options. I don't think your problem is a SEL problem but an individual problem that may be attributed to you pushing the car too hard or glitch somewhere.

The VW Passat warms up much quicker than my F-250 diesel or Mercedes 300d. Don't waste diesel having the car sit running in the driveway, it will not warm up forever, you need to drive it. Cold defrost works as well as warm unless you have ice!
That's what my SE came with. Of course the 18 inch rims were an added cost on the SE. You will be happy with that combination. My car is approaching 12,000 miles and the tires show little if any wear.
