My highway commute the last two days resulted in an average of 44mpg. Speeds were reduced on the Maine Turnpike to 45 and based I conditions I could not make any more than 60 mph on the Mass. Pike.
Basically if we want great mileage in the winter, we just have to slow down.
Front wheel bearings replaced at 36,800
If you think your front end is making noise, chances are it really is your wheel bearings. Front left and right bearings replaced under Fidelity Warranty at 36,800 mi.
Get in to your dealer before 36,000.
Combined on the Jetta and Passat. Jetta had 60k+ when traded for the Passat which now has 33k. Jetta was assembled in Mexico, Passat in Chattanooga.

My Hankooks are in storage and will go back on before trade-in. I am running Toyos. I run all seasons for summer, and I have winter tires on now. The all season tires just feel a little vague to me, not sure what is causing that. The winter tires have a very good feel and ride.
Why don't you dispense with the B99 fill for a few tanks and see what happens. To correctly trouble shoot this change only one thing at a time.

I had none of the problems you are talking about in my 2010 Jetta with RNS-510. So it has to be something they messed with in the version in the Passat. The RNS-315 in my Passat SE works very well.
