I'm having the same problem. The solenoid inside the actuator only works when it wants to, locking me out of my fuel door. I'm going to try disabling it in VCDS. Curious, is it just that single torx screw to remove the door housing and actuator?
I just replaced my battery yesterday. The fabric cover was such a PITA to get back on neatly that I simply removed. I can't imagine is serves much of a purpose anyway.

Okay, I've got 600+ miles on car since the O2 sensors replacement. So far no CEL. This may have fixed problem. Before my light would come on around 380 miles. So far so good. :)
