I figured it out. Something so simple had me turned upside down. I was using the harmonic balancer bolts instead of the camshaft bolts when I put it back together. I rewatch the installation video from Dieselgeek and it dawned on me that I was using the wrong bolts. Switched them out and boom...
I have a 2014 TDI Passat that I just did a timing belt change on. When I go to rotate two revolutions. It will not budge at all. All pins have been pulled from the locks as well. Not sure what to do next. Checked all the torque specs and reinstalled belt again and still the same issue.
