None of those tools are cheap....nless you buy the clone versions. Which often work ok, but sometimes dont. There are companies that do hard cut tunes(sounds like antilag) should you desire it yes. And no, I have never heard of JAR.
Have any dynos to support that? Preferably with different hardware profiles? Also, the old school 1752 and 1856 arent even cheaper than the newer stuff in most cases. It isnt near as good...and you arewnt usually saving money either. Serious disadvanteges. Tuning is important sure...but starting...
The 1Z is fine...and as its modified already, may be all you need. However, the PD's are plentiful and easy to get parts for going forward. Also they allow more tuning range in terms of both power and smoke.
I would use a GTD1752 or 1756 were I in your place. Significantly better turbo in every way and has strong headroom. I requires some fab work for the downpipe and turbo inlet outlet...but its minor and its worth it. The other thing is....they arent very expensive. I bought several gt1752 turbos...

Huge gains in both power and mileage adding a vnt to a MK3 or B4. And not too hard to do. Several custom items....but there are folks that can supply them if for some reason fabrication is not your thing. We got mk4 in tank pumps to work with minor changes....but using an inline pump works...
If you are commanding the vanes closed even up to 3k rpm....the backpressure will be very high. It may not be the turbo. Make sure there arent any other restrictions, even accidental ones.
Kerma sells a nice 3 inch for that car. Idparts has a nice 2.5 inch. Both use a 2.5 turbo exit, as a 3 inch simply wont fit. They also offer downpipes with cats.
