I totalled my 98 TDI and it's difficult to find another unit that was that clean and rust free. Even the insurance co had a challenge finding equivalent values.
I'm winding up my TDI experience after almost 20 years and can't express the value that this club has been to me over those years...
From what I know of the glow plug system - they are powered on if the temperature is below a set threshold and the lower the temp, the longer the plugs are receiving current. I am not aware of the glowplugs continuing to get current while the engine is being turned over though.
If you aren't getting power on the black wire - you don't have a problem with the stalk. The black wire should have 12v when the ignition is on. If you don't, you need to look downstream. Steve is right on one hand with there being no control module, but this black wire seems to deliver power...

Keep in mind there are a few Canadians and Europeans on this site and imperial gallons is the gallon used and that gallon is 4.54 litres vs 3.98 litres for your US gallon. So when a Canadian says they get 62mpg - its 62 miles on a slighter larger gallon...
The wiring from the cruise control stalk goes directly to the fuse box panel in a TDI -- from there to the ECU - the gas version plugs into a different spot on that fuse block I believe. It's a four wire harness.

What did you torque the cam shaft pulley to? As has been mentioned, 33 ft lbs is likely a mistake in the manual. The AHU camshaft sprocket bolt is tightened to 54 ft lbs - it's the same bolt and cam shaft as the ALH.
There was a thread very recently with a member who had a parasitic draw that killed his battery overnight. If I can find it I'll post it. The person was very thorough in troubleshooting the problem and their process may help you with yours
A decent tell tale are the clutch, brake and accelerator pedal rubber covers - 67,000km which is just over 40,000 miles. They should look very good - shouldn't be much wear from lots of clutching and braking in 40,000 miles...
