No codes vehicle has no power till 3000rpm

Hello am new to this group
I have 2016 Volkswagen Touareg tdi
My vehicle has no power till 3000rpm then it kicks.
Emission staff deleted from pervious owner .
Just replace the turbo still same issue .
No codes . Vehicle is in limp mode from start .

Generic scanner, or VW-specific like VCDS?

Asking because generic scanners only catch a fraction of the full VW code vocabulary.

Used both check no codes.
Check ECM emissions deleted
Do I need to run tune ? Or just have emissions components delete? And vehicle should run without limp mode?
