Injection Pump cap nut torque setting

Would anyone happen to know the torque setting for tightening down that 17mm brass cap nut on a 1z/ahu/alh IP? That nut that’s on the top to the right of the IQ cover plate. I’m just looking for a safe setting.

The big nut that's on the driver's side? which clamps the hard fuel return tube between two copper crush washers?
Bentley says "Tighten to 25 Nm (18 ft-Ib)". Probably want to replace those washers too.
I just noticed in this pic the washers are both on one side....bzzzt. Wrong lol

I’m thinking the washers are like that so the one isn’t lost while the banjo fitting is not screwed into the pump?
