Use your smart phone to take a picture of your fuse box then take each fuse out and clean the contacts with fine sandpaper (400-600 grade). When you are done make sure your fuses are in their proper location. This procedure solved many of my problems and it's easy.

Do a reverse hammer mod to get the IQ where you need it. My guess is that someone in the past did the hammer mod on this pump. No wonder you have NO power!
The lower the IQ number the greater the fuel injected = too much smoke. Setting the IQ to 6 will reduce the smoke, get the mileage up, and still be fun to drive.
I have used the pp520s in two 2002 TDIs (5-speed). This is an excellent upgrade but the IQ needs to be pushed to around 6.5 according to Drivbiwire (Pete). The best approach is to use the "hammer mod" to change the IQ.

Your vacuum lines could be old and collapsing to the actuator when you hit the pedal. Once you top the hill and release the accelerator, the lines open back up. Have you checked Canadian Grizzle's how to?
