What I meant by new cars having to meet CARB, is that they have to be certified by CARB as a model to be able to be sold. You are correct that there is not individual cars being tested.
While it is true that cars sold in WA have to meet CARB regulations, we don't test diesels, so it really only applies to new cars, not an ongoing emissions test issue.
Edit to add: LogicBomb's response is way more detailed than mine. I only found out we no longer test diesel cars when I took...
Hmmm, I think the whole article is great. Good points on page one for the Brits and excellent points on the cars on page two. Not sure what the problem is there.

I have driven both autos and manuals for my entire life. I personally prefer to drive a manual since I like to shift the gears. The TDI is far easier to drive with the manual than any of the gassers I have driven over the years. It is easy...
Actually Washington has a surplus of refining capability and we supply most of Oregon and Northern California. A fair amount of CA's ULSD is comming from Cherry Point.
As one of those who gets around 50 mpg I have absolutely no clue how much power my car makes between 3 and 4K on the Tach. My engine rarely even sees 3,000 with shifts around 2,600 and 2,800 if I am accelerating hard.

I am talking about adjusting it at the pump. I talked to GeWilli about it and had talked to him when I did mine. He asked if I would listen to the .wav file since I had brought my timing back into spec by sound before I could get to a VAG-COM.
My suspicion is that even if VAG-COM says it is...
OK, I have listened to this and believe it sounds very similar to what mine sounded like after a timing belt change. I finally decided it was way to advanced and simply broght it back until it sounded "right".
I would attempt to back it off until you get rid of the harsh tapping sound or...
Landuytg has the best solution to returning it to the oil pan. He has a replacment bolt that will fit into your oil pan and the hose comes in from the side rather than straight out. It is $15 on his website. http://lubespecialist.com/Order/order.mv look near the bottom of the order form.
