    The answer to your question will be completely opinion based no matter who you ask. I was so satisfied with the outcome that I didn't even bother upgrading bulbs. Try the new same bulbs in the old housings and see what you think.

    Thinking about exhaust system.

    I've had stock exhaust, then resonator delete, then muffler delete, then straight pipe out the back, and now straight pipe out the hood. By far the biggest change was doing the muffler delete. It adds a lot more turbo whistle.

    BRM runs cool

    Are your fans running constantly? I'm not sure if they could stop you from getting up to operating temp, but it would definitely slow the process considerably.

    Do you have a multimeter? I'd start by making sure the power wire going to the starter has voltage. Most likely it doesn't since you just replaced it, but it wouldn't be the first time seeing a BFS part. Then from there just work your way back in the system and see where voltage picks back up.
