At the risk of being too obvious, that brush guard/winch platform in front of the truck is doing you no favors in the aero department. Even if you put in a belly pan and a skirt below the bumper down to the level of the front axle (or had room for such a skirt) that brush guard is already disrupting the air flow and causing turbulence and preventing laminar air flow over the rest of the truck. You might pick up a little improvement with the belly pan/skid plate idea. But since the weight, high rolling resistance tires, lift, brush guard, running board/steps, and drive train drag already working against you any aero mods may not gain you much at all. Going slower is the only thing that will help you - but it will help a lot.
What rpm are you at cruising at 60?
