Home made tool from a steel strap

Yes it's attached with a security bolt.

The head of the bolt was not visible to see the type, but why not just get the correct tool to remove it in the first place?

The bolt head snaps off when you tighten it. That's how the security works.

It's more of a tamper evident feature... VW has been cracking down on tuners a lot in the last few years.

Yes, you can buy them at the dealer or ask your tuner for them, I give them out free upon request with a tune
