"Fuel quantity adjuster upper limit reached"
When this error occurs what exactly is happening? or not?

What is that ring around the #3 injector with the single wire coming out?

And what does it do?

The QA has reached it's limit while trying to provide the requested value. The QA is an internal part of the injection pump. Possible causes include worn pump, bad ECU (unlikely) and wiring.
The wire to #3 is for the needle lift sensor

Would it help if I cleaned the top of the Fuel quantity adjuster ?
Where can I get a replacement Fuel quantity adjuster?

Welcome to TDI CLub!
Normally, the injection pump is serviced as a unit. Some folks have replaced seals and certain parts to varying rates of success. Keep in mind it is likely other internals causing the error code. Wiring is the first thing I would check. There are a couple resistance tests for these components (see Bentley manual).
I believe IDParts carries the quantity adjuster.

I have the following codes
P0672 glow plug
P1562 Fuel quantity adjuster upper limit reached
P0182 I changed the fuel temp sen.
This is where I saw a lot of crud and rust on top of the fuel quantity adj.
I cleaned it off
P0402 I replaced the EGR valve because it was leaking form the weep hole.
I need to check some vac lines here.
The only noticeable change is a little lurch at idle.
I have a rough idle when cold but could be glow plug issue.

I do not and I have not been able to find the IP gasket kit.
Do you have any leads?
