Are you sure that's an '03? By the looks of the rear trunk lid, it looks like it's at least an '04.
It's definitely an ALH, so it has to be an '03. Emission standards changed in '04, hence the introduction of the BEW engine. Maybe it's a late '03?

I'm pretty sure that bumper says, "2004".
The bumper or trunk lid? Trunk lid looks from a newer model, 04+. I didn't know there was a bumper change in the Jetta sedans. The trunk lid is missing the "Jetta" and "TDI" badges, my guess is trunk lid has been replaced at some time... also the gauges are pre 04... the engine cover is from an ALH too...

Regardless, it looks like a very nice example...
