Presure regulating valve n75

Guys
Ive had a bad run trying to fix my 1.6 tdi cr cayc
Ive replaced maf glow plugs 1 injector and now my misfire problem seems to be related to the g851 vane position sensor implusible signal
Ive vac tested it and it holds ive traced it back to this valve
When i start the car the presure reg valve n75 applys full presure to the actuator and the car runs rough misfiring. If i unplug the n75 car ticks over ok
I presume when the car is started the turbo actuator shouldnt move and the n75 us closed
As turbo speed increases the acuator moves vanes in thebturbo accordingly
Ive 12v at the n75 could someone confirm the actuator doesnt move fully on start up
Dont want to buy more unnecessary parts

STOP!!! No more throwing parts on her.

With out knowing the code everything is just a big guess. The CEL code is the key.

Go to local auto part store to get check engine light codes scanned or Find a GURU from this forum near you with VCDS to come or you come over to get it scanned.

Do not take it to the Stealership. They are a bunch of trained monkeys. I'll bet you did NOT need a new turbo, but the monkeys only know to swap out parts and charge you a premium to boot.
