New Tranny Won't take in all fluid

I posted a while back that our torque converter had died - we got a new torque converter - put it in and it blew out all the tranny fluid
I gave up - we took the whole tranny out - took it to a shop - it was completely redone, cleaned, new oil pump, new torque converter. The torque converter was prefilled.
All cooler hoses were flushed for chances of debri
Now the new install --- all went well - then we started filling it. Took 3.5 quarts - then started it - but when we went to fill it more we found it would take no more.
Some said - maybe an air block - we disconnected one cooler hose started the engine - some shot out, we stopped the engine - tried the other hose nothing, went back to the first one and now nothing came out. The tranny place said maybe the cooler had debri - so we attached the two cooler hoses together - taking the cooler out of the equation - still nothing. Filled the cooler with fluid thinking maybe we could get some fluid moving - nothing.
Are we not running the car long enough? We are running it maybe 30 seconds at a time - we don't know how long is too long seeing the tranny only has 3.5 quarts plus the amount we put in the torque converter prior.
