98 VW Jetta TDI

Hi all,
Remember that 98 Jetta TDI that I was having trouble timing a couple months ago?
Well to give the quick description for the 9 month span:
-Bought car in December, Ran fine.
-Day after purchase, car won't start.
-Timing belt is worn out/overdue, I had no idea.
-Do the timing myself, and have tremendous trouble even with the correct tools.
-Finally get it close. Close enough to fire right up.
-Drove it like 200ish miles, then one day it would not start.
-Check timing, Crank and cam line up but IP is off.
-Took car to shop. Pay them $$. They time it, I bring it home.
-Next day, car won't start.
-Check with VCDS and its too advanced to be plotted.
-Took it back to shop. They time it like 20 times but the pump wouldn't hold the timing.
-I buy my friends running and driving 97 TDI with 400k miles for $325. (The pump was replaced around 200k miles. Proved by receipt)
-I bring the pump from that car to the shop. They R&R pump and re-time.
-Held timing. Started and ran fine. Waiting for the bill from the shop to pay even more $$!.
-I bring car home again, inspection is ran out.
-I bring to inspection station, WILL NOT PASS. They said P1248, no description available.
-I hook up VCDS for code reading and get the following info:

-I check the timing graph AGAIN, and it says "too advanced to be plotted."
At this point, the car starts fine!! Runs fine!!! Fired up instantly this morning in 50 F temp! Also starts great when hot!! What gives??
As I said, now I own two identical TDI's and I can't use either one.
I don't want to take it back to the shop again. (It's my bosses brother's place) :/ lol
The EGR has been cleaned out by myself and it's all freed up in there...
At this point I have a $700 TDI and a $325 TDI, plus another $1500 in parts I replaced, repairs, labor, etc., $25 in a failed inspection, plus my own valuable hours of time haha. And most likely more $$ for the most recent re-timing job. Depending on if he charges me for doing it twice. (We'll see) He's the only one around here that will touch a TDI!
I'm sorry for the long complaint filled post...
But I was wondering if any of you have any insight on getting this stupid car to pass the NYS inspection??
