2006 Jetta turbo leak at vane actuator shaft?

Just got the news from the dealer that the mechanic sees and feels boost leaking out of the shaft that actuates the vanes. He thinks the shaft / bushing is worn or the turbo housing is cracked. Any thoughts on the forum about this? I have searched and can't find any previous experience with this problem. I asked twice if the actuator was working and he said the actuator is good, the boost is leaking from the shaft. Haven't seen it myself but the mechanic sounded solid so we have a new turbo on order.
Can this turbo be repaired if it really is worn like the mechanic states? I wouldn't try to weld a crack but can I replace a bushing? does anybody know how this shaft is sealed?
